Why reinvent the wheel the military techs already have thought of the worst and have technicians that are trained in thinking of both physically and cyber security. Combine them with a new improved government infrastructure that is under ground to aid in physical security and protection from the ever increasing severe weather and solar flares. Communications experts and self sustained technicians trained in maintenance security and repair is what is needed as well. Practical energy store sites that can be easily be physically and remotely configured to supply energy to the hardest hit areas quickly with minimal manpower, time or thought.
A military mindset and or technician is perfect for this mission no need to train or reinvent the wheel. Veteran military technicians like me abound a great resource already exists for this specific task.
